Charlotte Kloy (Green) Foor Kelley passed away January 9, 2018, in her home surrounded by family. She was 80 years old. Charlotte was born July 29, 1937, in Provo, Utah, to Charles Alvin Green and Elva Vaughn Smith. August 11, 1956, she married Charles (Tony) Chalmer Foor and had three daughters; Kim L. Burks, Terri L. Thompson, and Tonia K. Foor. She was divorced in 1973. On February 14, 1981, Charlotte married Richard Allen Kelley and became stepmother to Richard A. Kelley Jr., and they became a blended family.
Charlotte is survived by her daughters Kim and Tonia, and stepson Richard (Bubba) Kelley, Jr., and sisters Elva Ann Duggan, Rayma Lou Parcher, and Autumn Dean-Mitchell.
She was preceded in death by husband Dick Kelley, daughter Terri, brothers Robert and Charles Green, and sister Nila Green.
Funeral Services will be held at the Church of Jesus Christ of Latter-Day Saints, 3901 East Viking Road, Las Vegas, NV 89121 at noon, January 22, 2018.
Graveside services will be held at The Provo City Cemetary, 610 South State Street, Provo UT 84606 at 1pm January 24, 2018
