Loa "Annette" Peck Eoff Villiard Carter's Obituary
Loa Annette Peck Eoff Villiard Carter was born on June 15, 1937 to Lewis Leslie and Florence Westenskow Peck in Salt Lake City, Utah where she lived most of her life except for about 18 months in Jacksonville, Florida. Annette, as she was known throughout her life, passed away very peacefully at her home in Doug's loving arms on July 7, 2023 due to complications incident to age 86.
Although afflicted with Cerebral Palsy since birth, Annette's loving parents raised her to live as normal a life as possible, devotedly teaching her homemaking skills and attending regular classes at school, graduating in May 1956 from Granite High School. After high school Annette learned to weave beautiful items on her loom set up by her father in its own room he had attached to one end of his car garage. She got a job working a snack bar where she met her first husband William “Bill” Wayne Eoff. They married on April 21, 1960 in Elko, Nevada and had two sons, William Brent Eoff and Jerry Lynn Carter (Eoff). Annette was left a widow to raise her two boys when Bill passed away in September 1973 due to a brain tumor.
Annette married Albert Reed Villiard on January 6, 1976 in Salt Lake City. Later divorced. They had a daughter Shelly Rose Villiard.
Lastly, Annette married Douglas Lynn Carter on June 4, 1977 in Salt Lake City, later sealed in the Salt Lake LDS Temple. They had one son David Brett Carter. In spite of many challenges throughout their 46 years of marriage, theirs was a true love that many people could only dream of having. Annette and Doug had barely celebrated their 46th anniversary a month before she passed away.
Annette devoted such immense love her family. Never being one to be allow her disability stop her from doing most things she wanted to do throughout her life Annette enjoyed doing everything she could possibly do to add to the joy and happiness of those she loved. She enthusiastically prepared delicious meals and did handicrafts of one sort or another including weaving, macrame, latchhook, painting black velvet and very artistic birdhouses, most of which she gave away as gifts to others. She enjoyed cooking and baking, Doug claiming the best restaurant in town is “Annette's Kitchen.” Everyone loved the tasty food she prepared for her family and others whom happened to be at the house at mealtime. Love was a main ingredient to every meal or treat she prepared. Annette loved planting, maintaining and harvesting a garden even if it was a very small one in a limited amount of yard space. She and her mother often canned fruits and vegetables in season. She was devoted at keeping their house and clothes washed and clean for her husband and kids. She loved to sing as she went about her work around the house. Annette was an angel, always loving, caring, giving, understanding, compassionate, forgiving, patient, tolerant, kind and gentle. To know Annette was to love her and to be loved by this angel was indeed a blessing to cherish.
An active, lifetime member of The Church of Jesus Christ of Latter-day Saints, Annette felt so honored and proud when her Bishop Ferron Olson called her to be the ward's Primary secretary which she performed diligently.
Annette is survived by her loving husband Doug, of Salt Lake City, beloved children Bill (Robert) of Kearns and Jerry (Vera) of Damascus, Oregon, Shelly of Draper, and David of Sandy, stepsons Wayne of Tallahassee, Florida; Jamie (Jennifer) and Jason of Jacksonville, Florida and Wesley (Tina) of Corinth, Texas; adoring grandchildren Tashauna, Kailey, Christopher, Oliver, Joseph, Evie, Colby and Courtney; and one great-granddaughter McKinley Rae. Also surviving Annette is her loving, devoted brother Darrell Peck of Salt Lake City; many nieces, nephews, friends and other relatives. She was preceded in death by her parents, her husbands Bill and Reed, brother Glen Peck, sister Jean Crowley, beloved sister-in-law Dyann Peck and two grandchildren Troy and Ameri; beloved longtime friends Michael Berns, Gail Hudson and Barbara Aaron.
Viewing to be on Wednesday, July 12, 2023 from 11:00am-Noon and funeral to start at noon, both at the Premier Funeral Home 67 East 8000 South, Midvale, Utah. Interment to follow directly at the Elysian Burial Garden 1075 East 4580 South, Salt Lake City, Utah.
Annette's family wishes to thank the loving and caring hospice workers at Active Home Health and Hospice Care in helping Doug with making Annette as comfortable as possible as her health deteriorated during this last stage of her life.
